water storage tank not filling up

We have two 50 gallon fresh water tanks and it would take an hour to fill them. The pump is working and full of water so its holding the prime but the tank does not seem to be filling at all? The system had been working correctly since September of last year after I replaced the water pump that failed. If the water floater gets shoved to the bottom of the tank, it would almost immediately cause the water supply to cut off, making it impossible for the tank to refill significantly. After I got this working smoothly I have the problem of the tank filling in the city position. Had my son install both. Where is the pump located? I had not been used for about 3 months.
